after you kill enough ships in a dominion controlled system it will tell you the system has been liberated, next time you come back to that system it will be under federation control and have a federation starbase. When you go to the map and put your cursor on a system at the bottom it tells you whether its a dominion or federation system and if dominion the number after gives you an idea of the strength of the fleet in that system, not sure what the number corresponds to exactly, might be an a

pretty easy just free all the systems and you automatically get 999999 prestige the best ship with 9999 shield and hull and 999 torpedo and 99999 energy top speed 10. then it tells you theres a massive fleet in the blender system at which you can blast away until you get bored of the game
